Ability to establish, promote, and maintain positive working relationships with the court system, other criminal justice agencies, local or regional stakeholders, and treatment providers. Working knowledge of the Standardized Model, cognitive skill building, relapse prevention, motivational interviewing, and social learning theory, and other appropriate specialized skills.

Due to the nature of work, this position requires flexible scheduling and non-traditional working hours. This position possesses the same statutory responsibilities and authority as a senior probation officer.

MIMINUM QUALIFICATIONS: Graduation from college with a bachelor's degree in the social sciences, criminal justice or related fields.  Four (4) years as a probation officer or four years’ experience in a related field with extensive experience in working with substance abusing offenders. 

PREFERRED: Master’s degree in criminal justice or social/behavioral sciences is preferred. Ability to speak Spanish is desired, but not required.

Treatment Court Coordinator, Sublette County

The Sublette County Treatment Court is a four-phase intervention program for adults who have pled guilty to one or more non-violent drug or alcohol related offenses, and who are having difficulty staying clean and sober.  It is a collaborative effort between the District Court Judge, the Circuit Court Judge, the County Attorney’s Office, the Sheriff’s Office, the Defense Bar, and the State Parole Board, the State Probation and Parole Office and local treatment providers. 

The Sublette County Treatment Court Coordinator will participate fully as an adult treatment court team member and is responsible for the administrative and financial aspects of the program, public relations, collaboration with other adult justice and community agencies, and the facilitation of all meetings.  The Treatment Court Coordinator shall serve as an interagency and interdepartmental liaison for correspondence, reports, case records, and all other related matters.  The Treatment Coordinator, following input from the Treatment Court Team, makes policy decisions affecting the day-to-day operations of the Treatment Court.

The Coordinator will oversee defendants placed on either SCRAM or GPS bracelets in Sublette County by the Court or probation department; manage drug and alcohol urinalysis testing program in collaboration with the Sublette County Sheriff’s Office; operate SCRAM and GPS bracelet programs; install, service, monitor results, report as need to County Attorney, Probation, Courts; act as Chair of the Coordinated Care of Sublette County; and provide for orientation of all new team members.  The Coordinator will ensure that gender, age and culturally specific services are available and will ensure that the program is serving the target populations and targeted enrollment. 

The salary range is $50,000.00 - $65,000.00, depending on education and experience. All educational credits must be granted from an accreditation institution.  May substitute completion of Nebraska Probation management program for education and experience requirements.

PREFERRED:    Five years’ professional level experience in the field of human services involving planning, policy, program administration or program evaluation, including one year in a supervisory capacity.

    This is a highly responsible administrative position responsible for helping the
Judicial Branch establish, maintain, staff, coordinate, operate, and evaluate specialty dockets and pilot projects in the Trial Courts; soliciting and administering grants and grant funding; and maintaining the specialty docket efforts statewide and within the Judicial Branch.

    The incumbent works closely with the Chief Justice of the Superior Court, the Chief Judge and Deputy Chief Judge of the District Court, Justices, Judges, members of the Administrative Team, Judicial Branch grant accountants, Court Clerks, and other local, county, state, federal, and private agencies.

    Specialty dockets in Maine are defined as dockets with intensive and regular judicial oversight, specialized treatment and case management services if indicated, strict accountability and behavior management of participants, and management by multidisciplinary teams led by the presiding judicial officer.   Currently, the State of Maine operates Adult Drug Treatment Courts, a Co-Occurring Disorders and Veterans Treatment Court, Domestic Violence Judicial Monitoring Dockets and Family Treatment Drug Courts. These dockets are located in various locations across the State.  The goals of these dockets include reducing alcohol and drug abuse and dependency among criminal offenders, supporting recovery from substance abuse, mental illness and co-occurring disorders, reducing criminal recidivism, increasing the personal, familial and societal accountability of offenders, promoting healthy and safe family relationships, reducing or eliminating acts of violence between participants and intimate partners, promoting effective interaction and use of resources among justice system personnel and federal, state and community agencies and reducing the overcrowding of prisons and jails. The dockets also encourage the adoption of pro-social attitudes and behaviors and the promotion of healthy societal and family relationships.   These goals all lead to improved public safety.

Essential Job Functions: *

Specialty Docket Management:
•    Organizes and coordinates the implementation, staffing, operation, and evaluation of specialty dockets, including diversion and rehabilitation programs, in the District Court and Superior Court.
•    Working with the presiding judicial officers and the Manager of Criminal Process and Specialty Dockets, drafts each specialty dockets’ specific policies and procedures and implements and oversees the specialty docket protocols as established by the Trial Court Chiefs.

•    As directed by the Chief Justice, assists in the creation, development, and support of Mental Health Courts and diversion programs focused on mental health related issues, along with other emerging diversion programs.
•    Serves the role of Coordinator of Diversion and Rehabilitation Programs referenced in 4 M.R.S. § 422.
•     Provides technical assistance to the Administrative Office of the Courts to enter into cooperative agreements for contracts with those entities noted in 4 M.R.S.§ 422(2)(A-G).
•    Assists in coordinating scheduling that supports the specialty dockets, as directed by the Trial Court Chiefs. Makes recommendations for revisions to schedules to better manage the limited resources available for the specialty dockets. 
•    Conducts research, prepares reports, and makes presentations related to various specialty dockets or projects.

Grant Administration:

Essential Functions:
The Program Manager works closely with the Director and will be responsible for the development and advancement of problem-solving courts (particularly drug courts) throughout Maryland, monitoring programmatic guidelines and targeting new and expanding populations for problem-solving courts.  Facilitates the implementation of model specialized court programs and best practices throughout the State.  Participates with other agencies in coordinating statewide responses to specialized court issues.  Staffs committees that relate to specialized court programs and drafts manuals, reports, and tools developed by these committees.  Manages state and other funding to support specialized courts (particularly Drug Courts) by monitoring statistical and financial reports from grantees.  Develops and conducts training courses for Judiciary staff to improve the response to specialized courts.  Is responsible for some administrative duties (e.g. scheduling meetings, telephone conferences, events, preparing materials for trainings and presentations).  Travels throughout the State to conduct site visits and attend meetings.  Performs other duties as assigned
Bachelor's degree from an accredited college or university.
Minimum of three years of related work experience to include knowledge and policy development of specialized court programs.
Past experience in specialized courts.
Knowledge of best practices in specialized court programs.  Knowledge of the Maryland Code, Maryland Law, applicable federal laws, and federal OMB Circulars governing grants management.  Ability to conduct and analyze legal and statistical research date.  Excellent interpersonal and public relations skills to communicate with a wide variety of people in person or groups, in writing or over the phone.   Ability to work well with others and establish professional relationships.  Ability to work independently and follow through on assignments. Knowledge of MS Word, MS Excel, MS Access, e-mail, and the internet.  Ability to travel throughout the State to conduct site visits and attend meetings.  Ability to perform all essential functions of the position.

Job Summary:  Facilitates all Family Drug Treatment Court (FDTC) team meetings, organizes trainings and monitors adherence to national family drug treatment court best practices. Acts as primary contact for the FDTC Judge, Department of Children and Families Division of Milwaukee County Child Protective Services, Private Bar Attorneys, GALs, District Attorney's office, and community service providers. Coordinates all FDTC cases to ensure engagement and court compliance.

Essential Duties and Responsibilities:
•    Engage parents in FDTC, introducing the court program to potential participants and connecting them with a court-appointed attorney and an AODA screen; ensure team members implement services expeditiously; Ensure timely case processing from referral to court completion.
•    Work with Department of Children and Families Division of Milwaukee Child Protective Services (DCF) initial assessment workers daily to identify cases and determine appropriateness for the FDTC program; notify the DA's office and FDTC parent attorneys of incoming cases.
•    Facilitate and assist the Judge in the FDTC weekly team meetings. Responsible for coordinating the parents' advancement through the FDTC phases; incentives and sanctions; graduation; and post-graduation alumni contact.
•    Collaborate with treatment providers, case managers, recovery support coordinators and attorneys to ensure the FDTC team has accurate, updated information in order for the court to make well informed decisions on child safety and treatment; Circulate reports to team.
•    Gather statistics and analyze CCAP data, treatment provider reports and WIser Choice data.  Maintain a database on child permanency, FDTC and treatment outcomes. Provide interpretation and analysis of data for use in strategic planning
•    Schedule and coordinate steering committee meetings with FDTC stakeholders.   Assist the FDTC Judge in developing agendas and materials and implementing improvements to FDTC.  Coordinate participant application reviews with the Judge, review panel and the applicant's team.
•    Update policies and procedures in accordance with FDTC national best practices while ensuring the FDTC Judge and team complies with these practices, state and federal confidentiality and ethical requirements.
•    Present information about FDTC on a state and national level to community stakeholders; Assist and support other communities developing FDTCs in their own communities. Participate in the Wisconsin Association of Treatment Court Professionals organization.
•    Develop and submit grant/funding applications.  Market program to community agencies and funders.  Establish long term sustainability plan.

Job Summary:  Under the direction of the Chief Judge and Judicial Operations Manager-Pretrial Services (JOM), the Adult Drug Treatment Court Coordinator plans, organizes and implements Drug Treatment Court (DTC) activities within the policies and procedures established by the Chief Judge and DTC Policy Team. Facilitates and coordinates efficient and effective court operations and case processing of DTC cases.

Essential Duties and Responsibilities:
•    Works with court administration, judiciary, Clerk's office, DA's, PD's, private attorneys, BHD & other stakeholders to identity and resolve system/program issues.
•    Provides daily direction and leadership to the DTC Team. Ensures efficient and timely DTC case processing from referral to program completion.
•    Ensure adherence to established DTC policies and procedures.
•    Direct the timely, efficient and consistent application of objective program eligibility criteria.
•    Monitor timeliness and quality of service delivery by contracted providers. Serve as liaison between program and providers.
•    Compile and report program statistics and outcome data as required by funding authorities.
•    Provide interpretation and analysis of data for use in strategic and sustainability planning.
•    Review program performance, prepare annual report and annual action plan.
•    Schedule and coordinate weekly DTC Team meetings and quarterly DTC Policy Team meetings
•    Develop agendas and prepare materials.
•    Take, transcribe and disseminate meeting notes for other system partners including state and national partners.
•    Assist the Chief Judge and JOM with development & implementation of program policies and procedures. Annually review program documents for suitability and applicability. Identify and communicate program issues/concerns to the Chief Judge/JOM.  Formulate resolutions to policy/process problem. Ensure adherence to policies.
•    Identify funding opportunities, develop and submit grant/funding applications.  Market program to community agencies and funders.  Establish long-term sustainability plan.
•    Work with the Chief Judge, DTC Judge, JOM, the State and national organizations to create and report goals, objectives and outcome measures for the DTC.
•    Other duties as assigned.
